Guidelines and Questionnaires for Election Day Observers
The nonpartisan Verified Voting foundation is "dedicated to protecting the right to vote by promoting publicly verifiable elections." The group has published Observation Guidelines and Questionnaires "intended to help volunteer observers capture crucial information about the electoral process."
The questionnaires help citizen group to:
- assess openness of the process and availability of data for reliable recounts: ELECTION TRANSPARENCY SCORECARD - State and Local
- observe testing of voting equipment before the election: PRE-ELECTION TESTING QUESTIONNAIRE ("Logic and Accuracy" testing)
- monitor procedures for early voting EARLY VOTING / BALLOT ACCOUNTING QUESTIONNAIRE
- observe and record procedures for closing polls and preserving ballots POLL CLOSING / BALLOT ACCOUNTING QUESTIONNAIRE and "Securing the Ballots" Supplement
- monitor ballot audits in states that manually count ballots for verification in a random selection of precincts: AUDIT OBSERVATION QUESTIONNAIRE Machine or Precinct

Verified Voting allows volunteers to register for project updates and links to online forms for submitting information gathered. The information is used for reports and recommendations for improving accuracy and verifiability of elections.
